摘要: Abstract Low-carbon development has become a hot issue concerned by the whole world. Governments respectively introduced country's low-carbon strategy and action. China put forward series of obligatory targets issued provincial area “twelfth five-year” carbon intensity reduction target. How to coordinate contradiction between economic growth environmental constraints, formulating corresponding path supporting measures, one problems be solved. Considering regional resource endowment, stage development, energy structure, industrial technical level other factors, this article constructs model emission paper takes Chongqing as an example. The research results show that: major contribution elements, in turn, is improvement technology efficiency, optimization adjustment structure. Based on this, puts policies according analysis, from aspects such technological progress so on.
