摘要: �This article attempts to provide answers one specific and general question: How should we evaluate the performance of World Commission on Dams in terms its democratic legitimacy? And what does evaluation commission’s tell us about legitimacy global rule making more terms? Based these questions, comes two main conclusions. First (measured inclusiveness, transparency, accountability), Dams’ standardsetting process can be challenged several ways. Second, difficulties determining relation other mechanisms demonstrate that still lack a theoretical understanding idea governance beyond nation-state would entail practice. Achieving better this normative aspect world politics will remain major task for contemporary political theory. KEYWORDS: governance, Dams, making, democracy, accountability.
