The two faces of congressional roll-call voting

摘要: Most analyses of congressional voting, whether theoretical or empirical, treat all roll-call votes in the same way. We argue that such approaches mask considerable variation voting behaviour across different types votes. In examining U.S. House Representatives from 93rd to 110th Congresses (1973–2008), we find forces affecting legislators’ on procedural and final passage matters have exhibited important changes over time, with differences between these two vote becoming larger, particularly recent congresses. These trends implications not only how study behaviour, but also evaluate representation polarization modern Congress.
