摘要: The impact of a statute that is currently in effect depends on expectations about its future constitutionality. We investigate the tort reform by segmenting reforms into those are eventually declared unconstitutional (temporary) and unchallenged or upheld (permanent). find permanent lower medical malpractice insurance losses premiums increase insurer profitability. In contrast, effects temporary never statistically significant. Measures combine reforms, norm literature, significantly misestimate reform.
