"Primary" rationing of health services in ageing societies--a normative analysis.

摘要: While most of the debate on “rationing in health care” focusses distribution scarce medical resources among competing needs, which we propose to call “secondary rationing,” this paper is concerned with “primary i.e., conscious decision by society limit amount devoted a collectively financed care system. Based upon number transparent normative criteria, analyze whether primary rationing should be performed and, if so, what type chosen (hard vs. soft, explicit implicit). Finally discuss age used as criterion any systematic attempt at care.
