摘要: It is challenging to make decisions about sanitation scale and technology choice for urban areas, however costing analyses have an important role play in assisting determination of the most appropriate systems a given context. The technological system one that finds locally acceptable balance between social (e.g., public health) outcomes, environmental pollution, resource use recovery) financial economic outcomes (i.e. costs benefits individuals, private organisations, local society). There are many methods available. This paper describes cost-effectiveness analysis built on integrated planning principles. method suited situations where overall goal already clear (in this case, wastewater service required) conducted identify least cost solution reach goal. was used conjunction with deliberative sustainability assessment process addressed non-monetary factors. outlines analytical approach adopted as well providing detailed discussion inherent undertaking such analysis. how boundaries were constructed, what level detail adhered different perspectives time value money taken into account. explanation methodology grounded case study undertaken Can Tho Vietnam. results indicate particular context, ‘least cost’ combination centralised decentralised systems.
