The Rise of Energy to the Top of the EU-Russia Agenda: From Interdependence to Dependence?

摘要: Over the last decade we have witnessed an increasing politicisation of energy discourse. Today relations EU are framed in terms excessive dependence on Russia, qualifying latter as a security threat. This article puts forward four criteria to define terms: supply vulnerability EU, absence Russian demand dependence, dominance over other capabilities, willingness link foreign policy objectives.
