摘要: National parliaments are commonly held to have ‘failed’ in their dealings with European institutions and impact upon the Community's legislative process. This article provides a ‘revisionist’ analysis challenge this ‘orthodoxy’. First, national provided legitimating frame within which development of Community has been able take place.
