摘要: Abstract Although the frequency of studies on Black and Mexican-American legislators has increased, little emphasis is given to institutional politics which impact these groups. This analysis compares political behavior views Blacks, Mexican-Americans Anglos in environmentally stable setting Texas House finds that even a system treats minorities fairly terms distributing influence positions, minority members are much more likely favor reforms. A careful organizational dynamics reveals successful only as result Speaker's desire accomodate them spite this accommodation, rules guarantee fair treatment regardless speaker's whims.
