摘要: One of the most important factors affecting use preventive services is health insurance coverage; however, until recently, public and private plans have explicitly excluded coverage care. As a result, are used less frequently than recommended guidelines suggest, which contributes to high incidence preventable morbidity mortality in United States. Recent congressional efforts enact national care reform legislation present an opportunity analyze for services. This article presents results analysis prevention benefits 23 comprehensive bills introduced 1991 during first session 102nd Congress. I classified each bill by type (employer-based, single payer, managed competition, tax credit, market reform) through content identified immunization, screening, counseling (including cost-sharing provisions), as well funding community-based promotion. interviewed staff members sponsors discuss their rationale including or excluding specific reliance on existing policy, guidelines, research involvement interest groups developing benefits. conclude that likely address prevention, particularly covering clinical services, such well-child visits, prenatal care, immunizations, family planning, cancer screening.
