Resilience as an Emergent European Project?: The EU's Place in the Resilience Turn

摘要: This article looks at the development of resilience approach in EU foreign policy. Building state and societal EU's neighbourhood has been identified as one key priorities global strategy. Here we critically analyse these developments seek to provide an account complex dynamics within which is located. We argue that resilience‐thinking influenced by three broad – neoliberal Anglo‐Saxon approaches sphere governance; particular normative discourse a certain type actor (the normative/liberal power); multilevel character with its institutional structure path dependencies results decoupling. As consequence, ‘translation’ constitutes emergent project level, but also brings it new challenges. The argument will be illustrated through study strategy Joint Communication on neighbourhood.
