摘要: Abstract The risks of oil pollution in the Barents Sea have grown substantially recent years, triggered by ongoing and projected petroleum developments increased transportation. This study examines bilateral oil-spill response (OSR) regime established Norway Russia to provide mutual assistance combating accidents caused pollution. article structure functioning regime, discussing its effectiveness analytically terms outputs, outcomes, impacts, interplay between political profession-based aspects regime. Norwegian-Russian OSR cooperation has developed into an effective general framework for cooperation, roles functions cooperating parties, operative coordination procedures emergency situation been through a set formal institutional procedures. These followed up parties practiced regularly multilateral training exercises. Although not had be activated, results exercises interview data indicate satisfaction with practical shared confidence successful joint operation. further explains evolution this analysis constituents limited dynamic ensured stability as well facilitating development professional relations representatives agencies dealing operational issues.
