摘要: The circular economy entails the principles of rational waste management to best advantage. Waste in Russian Federation is currently a reform process, thus it crucial choose now most efficient way for its development. Besides, addition general government strategic aims such vast country as Russia, very important take into consideration specific aspects typical territories, which will allow determining regional areas activities. article analyzes current municipal solid Federation. case study one regions (Sverdlovskaya Oblast) characterized by some and problems illustrate results first stage reforming. authors analyzed existing planned mechanisms state regulation sector at federal levels, scrutinized changes legislation. development level region was determined on basis index method. life cycle analysis (LCA)-based evaluation approach made possible evaluate economic efficiency production activities different stages (waste paper) recycling with due regard externalities. research showed that despite substantial potential secondary resources’ reuse, there low index. Regional factors hindering fostering were identified. Recommendations improving quality governance formulated.
