Organisational integration of offensive cyber capabilities: A primer on the benefits and risks

摘要: Organisational Integration has become a key agenda point for policy-makers as governments continue to change and create new organisations address the cyber threat. Passing references on this topic, however, far outnumber systematic treatments. The aim of paper is investigate potential effects organisational integration offensive capabilities (OIOCC). I argue that OIOCC may lead three benefits: enhanced interaction efficiency, greater knowledge transfer improved resource allocation. There are, several negative integration, which have so received little attention. an intensification security dilemma, increase costs overall, impel ‘cyber mission creep’. Though benefits seem outweigh risks, note ignoring be dangerous, activity more likely go beyond foreign-policy goals intrusions are trigger disproportionate response by defender.
