摘要: Drought is regarded as a slow-onset natural disaster that causes inevitable damage to water resources and farm life. Currently, crisis management the basis of drought mitigation plans, however, thus far studies indicate effective strategies are based on risk management. As primary tool in mitigating impact drought, vulnerability assessment can be used benchmark plans enhance farmers’ ability cope with drought. Moreover, literature pertaining has focused extensively its impact, only awarding limited attention tool. Therefore, main purpose this paper develop conceptual framework for designing model order assess level before, during after onset Use developed would aid relief workers by enhancing adaptive capacity farmers when facing impacts The starts definition outlines different frameworks far. It then identifies various approaches finally offers most appropriate model. concludes introduced guide programs countries impacted
