PARTY COALITIONS IN DANISH LAW‐MAKING 1953–1970*

摘要: Despite assertions about the ubiquity of coalition behavior in politics, theories formation have not usually been tested on data pertaining to legislative process. The paper explores advantages and shortcomings existing theory for studying law-making a multi-party parliamentary democracy with highly cohesive parties, using Denmark as test case. All passed government bills 1953–1970 are studied terms size composition winning coalitions policy area bills. In all cabinet periods certain number by minimal majorities, but most not, indicating that majority is principal strategy law-making. However, traditional left-right model Danish party system very successful accounting formed. Classification into areas also shows considerable variation respect levels conflict, taxation conflict-generating area. findings suggest if we ultimately understand significance it imperative relax strict rationalistic assumptions concentrate efforts developing ways systematic study content perceived consequences decisions made coalitions.
