Water Market Characteristics: Results from a Survey of Southern Alberta Irrigators

摘要: In Alberta the passage of Water Act 1999 and Irrigation Districts 2000 enabled water license holders to transfer rights on a permanent basis allocations temporary basis, establishing foundation for markets. This study explores market activity in southern Alberta, focusing by region's dominant consumer: irrigators. Irrigators largest irrigation district were surveyed. It was found that characteristics conform markets elsewhere. Most notable is provided flexibility producers manage during times supply constraints so doing, enhanced productivity efficiency. However, very limited will likely remain under current management regime.
