Environmental Effective Assessment of Control Measures Implemented by Clean Air Action Plan (2013–2017) in Beijing, China

摘要: The Beijing government initiated the Clean Air Action Plan (CAAP) in 2013. Through a series of actions to control air pollution, emissions major atmospheric pollutants are reduced improve urban quality. In order evaluate effectiveness measures taken mitigate we investigated and analyzed implementation CAAP from 2013 2017, estimating corresponding reduction pollutants. contribution different improvement quality was quantified experiences managing pollution were summarized, which provided references for continuous surrounding areas. results showed that emission SO2, NOX, PM10, PM2.5, VOCs source have been decreased by 119,924, 116,091, 116,810, 46,652, 97,267 tons after CAAP. sum these five 39% 2017 compared with 2013, largest decrease SO2 87%, related vigorous on coal-fired combustion. measure greatest decreasing ambient PM2.5 concentration clean energy transformation power plants, contributed 27% total 6.1 μg/m3 average Beijing. Residential coal use also significantly 5.4 μg/m3, 23% reduction. addition, industrial restructuring management automotive vehicle dust could contribute efficiently reducing 4.0, 3.2, 2.3 or 17%, 14%, 10% reduction, respectively. Due Plan, structure adjusted optimized, leading pollutant emissions, is secret long-term improvement.
