摘要: The Agreement on the Application of Sanitary and Phytosanitary (SPS) Measures provides guidelines for countries to protect domestic production from pests diseases. permit consideration consumer welfare. We find an optimal set SPS measures considering total welfare mitigation strategies. Our model suggests that it is less restrictive apply strategies first then additional smaller tariff if necessary. Relative cost determines amount applied in importing exporting countries.
