摘要: Environmental Performance Indicators (EPIs), the information tools that summarise data on complex environmental issues to show overall status and trends, are becoming increasingly significant as port authorities come under more pressure demonstrate compliance with legislation justify their credentials or licence operate. Environmental can be particularly useful both authority and a wide range of stakeholders in providing evidence progress the achievement objectives. In addition, use effective EPIs may contribute cost risk reduction, review effectiveness an authority’s Environmental Management System, act early warning system. The thesis identifies comprehensive inventory existing Performance Indicators seaport sector for monitoring performance operational (e.g. dust, noise, dredging, waste), managerial (e.g. certification, compliance, complaints) and condition air, water, soil, sediment ecosystems). Specific examples given practicable, informative, representative indicators portspecific issues. These have been filtered against specific criteria have been assessed evaluated by order obtain final set of indicators suitable implemented at EU level. A user friendly tool has developed specifically assist in calculating reporting proposed indicators. European were encouraged adopt this part management to provide data performance. The results confirm general feasibility acceptability provide benchmark performance sector. demonstrates culture of monitoring is place could readily encouraged populate Port Observatory with meaningful EPI data.
