摘要: Since the severe acute respiratory syndrome outbreak in 2003, it has been argued that there a substantial revision to norm dictating behaviour of states event disease outbreak. This article examines evolution ‘report and verify’ outbreaks evaluates extent which this revised begun guide state behaviour. Examination select East Asian countries affected by human infections H5N1 (avian influenza) virus strain reveals need further understand mutually constitutive relationship between value attached prompt reporting against capacity report, how manage both fulfilling their duty report.
