Pro-Poor Tourism: From Leakages to Linkages. A Conceptual Framework for Creating Linkages between the Accommodation Sector and ‘Poor’ Neighbouring Communities

摘要: The concept of pro-poor tourism (PPT) has in recent years received attention from academia, key industry and donor organisations. While several ‘How to…?’ manuals have been written, little emphasis so far given to situating the PPT debate within general literature on development. This paper contributes by linking macro-economic concepts such as leakages multipliers micro-economic action opportunities for mainstream accommodation sector developing countries. As it brings together well-established economic impacts macro level with more that focuses ground. A conceptual framework analysing linkages between ‘poor’ neighbouring communities is suggested. based deductively a critical review literature, coupled first-hand experience action-research. It suggested encompass both core non-core activities sector. Bringing wide range past present research, four types potential are proposed which (1) employment; (2) sourcing procurement; (3) SMME development outsourcing; (4) other partnerships donations.
