摘要: We observe a wide range across countries in the percentage of total enrollments that attend private rather than public schools. This paper seeks to explain 1) systematically higher proportion (%PVT) developing as compared with developed at secondary level, and 2) seemingly random variation within given level education stage development. I argue latter is due differentiated demand nonprofit supply, both which stem from cultural heterogeneity, especially religious heterogeneity. In contrast, large %PVT hypothesized limited spending, creates an "excess demand" people who would prefer use schools but are involuntarily excluded pushed into sector.
