摘要: In northern Victoria, farmers are the biggest users of groundwater and therefore main stakeholders in plans that seek to sustainably manage resource. Interviews with 30 irrigation two study areas, analysed using qualitative social research methods, showed overwhelming majority agreed need for management thought current had achieved sustainable resource use. The also expressed a strong clear technical explanations decisions, particular easily understood water level data. licence implement arose through effective consultation community during plan development. Several additional factors combined gain acceptance plans: good data on usage aquifer levels is available; been exposed restrictions since late 1990s; an ‘adaptive’ approach use which allowed refinements be readily incorporated fortuitously, development coincided 1998–2009 drought, when declines reinforced usefulness plans. imposition nation-wide reduction 2012 relatively little impact Victoria because early implementation However, economic difficulties reduce users’ capacity pay charges mean future not assured. Nevertheless, high trust exists between Victorian agencies suggests continued consultative will continue produce workable outcomes. Lessons from experience may difficult apply other areas Australia overseas, where there quite different history culture management.
