IMPACT OF DECENTRALIZATION REFORMS IN PAKISTAN ON SERVICE DELIVERY-AN EMPIRICAL STUDY

摘要: By bringing decision making closer to people, decentralization is expected improve governance and service delivery outcomes. Yet, the empirical evidence on impact of macroeconomic performance public sector size presents a mixed picture. However, findings cross-country studies in literature are sensitive way defined, how its extent measured. This article avoids unwanted effects incomparability aggregation analysis. We use unique panel data set from 183 villages Pakistan analyze reforms implemented 2001 provision services—street paving, construction water canals, sanitation sewer lines, school facilities. Our results show that magnitude all services increased significantly following reforms. further four impacted differently improvement not uniform, but ways conform hypotheses patronage theory.
