摘要: In the past decades, countries have reformed or restructured their health systems with different strategies to provide universal and accessible care, improve quality of services delivery outcomes most all care that is affordable. The main concern was keep cost under control while ensuring effectiveness efficiency [1–3]. Recently, Canada has adopted in form short term funding transition funds several envelopes designed look at specific issues affecting as instruments for policy reform. These generated hundreds grants study find innovative ways existing order meet population need—with view will reduce gap status without further increasing system [4–6]. All these initiatives require some mandatory evaluation account projects.
