摘要: Policies to promote adaptation climate risks often rely on the willing cooperation of intended beneficiaries. If these beneficiaries disagree with policy makers and program managers about need for adaptation, or effectiveness measures they are being asked undertake, then implementation policies will fail. A case study a resettlement in Mozambique shows this be case. Farmers disagreed seriousness risks, potential negative consequences proposed adaptive measures. project provide more information change farmers did not their beliefs. The results highlight active dialog across stakeholder groups, as necessary condition formulating that can successfully implemented.
