摘要: Urban governance in cities is shaped by, and shapes, global discourses. These discourses shape the discussion of how should be organized, what forms it takes, kinds instruments, methods data are used urban practices may look like. Much this presented gender- place/space-neutral, objective language complex scientific jargon, which obfuscates highly political nature shifts associated theories, practices. It assumed that these dimensions can scaled up down transferred to different contexts. Close examination reveals, however, many being service most powerful, while shift from government (network) creates illusion empowering all. In practice, accountability, legitimacy, legality equity compromised as powerful actors influence process. process, public goods services privatized; infrastructure developments relocate poor serve rich; market/economic instruments replacing regulatory ones; big maps manipulatively; network participatory processes more disempowering than empowering.
