摘要: New vaccines have high social value, but the incentives to firms develop new appear be weak. This paper recommends setting a procurement price for vaccine prior vaccine's development, with based on anticipated benefits from developing vaccine. The paid suppliers is not equal charged either consumers supplied by public or private sources, so does choke off demand. A supply leading efficient levels of investment can figured in advance cost-effectiveness analyses. Calculations indicate that prices are considerably above currently vaccines.
