Policy Transfer in The European Union: Institutional Isomorphism as a Source of Legitimacy. JMWP No. 10.97, September 1997

摘要: The paper examines public policy in the European Union (EU) by drawing upon conceptual framework of transfer, which has been recently refined comparativists, and concept isomorphism developed within organizational theory. Three case studies EU transfer - namely monetary policy, tax media ownership are discussed compared for assessing potential analysis diffusion. author argues that institutions, have a serious political limitation terms legitimacy, stimulate catalysing isomorphic processes diffuse throughout national solutions to collective problems. By contrast, is severely constrained when there no cases be imitated. In this circumstance, however, most notably Commission, can overcome problem ‘inseminating’ into systems.
