摘要: Abstract Australia has had a strong GDP growth rate, is endowed with diversity of renewable energy resources yet been unable to unshackle its dependency on fossil fuels. Our study identifies causes underlying Australia’s underachievement in transformation towards renewable-energy economy. We apply combined mixed-methods case-study and multi-criteria analysis evaluate the greenhouse gas emissions targets, policies programs four Australian Prime Ministers between 1996 2015. identify high-impact factors that contribute underachievement. The Minister’s political stance climate critical setting direction government. absence target-driven policy frameworks results less-effective outcomes. Orderly cost-effective system requires bipartisan, strategic long-term planning substantial capital investment provide certainty stability can induce new technologies industries. Energy primarily ideological issue not one driven by economic conditions. Going forward, must achieve bipartisan position at both federal state levels. This will support so doing international emission reduction obligations.
