摘要: Although evacuation planning and operations have long been topics of critical significance to the hazards preparedness response community, only in past several years they emerged become important issues among transportation professionals. The increased level interest has result recent high-profile evacuations realization that, wake September 11 terrorist attacks, potential need rapidly evacuate large populations is perhaps greater than it ever been. This paper first a two-part series that reviews engineering aspects hurricane evacuations, addressing policies practices for system planning, preparedness, response. (Part II focuses on traffic operations, management, control.) Results survey state are presented, including command control strategies, types used, implementation enforcement criteria. Evacuation modeling methods reviewed community initiatives discussed. this study focused primarily pertaining many findings also applicable multihazard operations.
