摘要: The present paper analyzes the technical and economic aspects of municipal energy planning, assessing contribution coming from different energy-saving measures in terms greenhouse gas (GHG) emission reduction, estimating local authorities' investment necessary to foster climate change mitigation. Results are based on three plans developed for urban areas located Marche Region with a number inhabitants ranging 5,000 100,000. Different management connected size have been investigated. public administration role has analyzed detail order identify determinant factors market involvement. Various opportunities can be undertaken by municipalities steer system right direction, such as building codes, simplification, information campaigns pilot projects aimed at reducing expenditure also driving changes private sectors. following barriers participation identified: i) rules budgeting debt limit, ii) difficult access non-budgetary sources iii) lack human resources dedicated energy-related issues. Several both sectors as: thermal insulation introduction photovoltaic (PV) power generation schools, micro-combined heat (CHP) well geothermal residential sector, CHP systems industry sector. Factors suitable analysis characterized similar parameters (climate condition, density, socio-economic indexes) found out. reveal that an efficient planning is able achieve, least, 10% reduction demand, thus helping achievement ambitious EU's 2020 targets. In particular, main expected come low-carbon
