摘要: A linear health utility scale is described, complete with measurement instruments, that allows assignment of values to states for any disease or treatment program. Given the change produced by a care program in population determinable, this permits assessment effectiveness terms it produces overall utility. This basis model will rank programs their effectiveness/cost ratios select them into subset achieving maximum under specific cost other constraints. Two algorithms are suitable respectively priority ranking and selection giving constraints, application discussed.
