German Unification and Bureaucratic Transformation

摘要: This paper elaborates the role of bureaucracy in process German unification since 1990, first by analyzing interplay between politics and ministerial negotiating treaty including its civil service related part with Democratic Republic; second, describing implementation administration policy (comprising personnel organization policies), elite import transfer administrative structures from west are emphasized as essential elements transforming East polity. Structural conservatism rather than innovation can be observed a result. With respect to broader topic regime change, elites, bureaucracy, it is argued that, owing dual nature transition Germany (implosion plus unification), availability counter-bureaucracy an external reservoir (as well western capital) accounts for absence political resistance old apparatuses that presently bother European countries.
