Transparency and Accessibility in Municipalities: The Case of Social Services in Spain

摘要: This paper aims to design and propose a new measurement model for social services transparency in municipalities. The includes an empirical study of 38 municipalities Spain. information published on these municipalities’ websites is evaluated through experimental quantitative methods using multivariate analysis. chosen were those with the highest population that also disclosed largest amount provided easiest access their websites. paper’s conceptual framework was constructed by combining Spanish legal context bibliographic review based latest models. research proposes Transparency Evaluation Model Social Services measure Factors considered include degree ease time spent citizens accessing website. Some conclusions indicate remains difficult achieve, less accessible than it should be, differs among due changes implemented recent years, as well other economic variables.
