‘Best available techniques’ as a mandatory basic standard for more sustainable agricultural land use in Europe?

摘要: Substance emissions resulting from modern agriculture in the European Union (EU) affect entire environment and are no less harmful than those caused by industrial installations. Even so, EU requires only installations, which include large intensive livestock holdings, to use best available techniques (BAT). Agricultural land use, contrast, needs simply meet standard of tried-and-tested technologies generally accepted farming methods (good practice). This paper seeks add a new perspective existing political debates scientific investigations questioning adequacy regulatory requirements concerning agricultural proposing that BAT-Standard should be applied especially for high-input-farms. Were BAT most advanced efficient preventing environmental emissions, so effectively help achieve high level protection as whole, would have priority law. The discusses might these criteria looking at four examples: conservation tillage, integrated pest protection, precision organic farming.
