摘要: Dynamic Spectrum Access (DSA) is an exciting new technology, which introduced a paradigm shift in spectrum access. As result it also changes the role of regulator. On one hand scarce radio should be used optimal way, so that society best served. other interference between users and networks avoided. For reason rules have to defined for use. This topic called governance. evaluation check whether devices obey rules, monitoring network needed. In this paper, we propose use fleet mobile vehicles purpose.
