An activity theory analysis of boundary objects in cross-border information systems development for disaster management

摘要: One of the main challenges in cross-border disaster management is development and use information systems that cater needs heterogeneous relief agencies, policies, activities cultures. Drawing upon activity theory, this paper examines for management. We infuse concept boundary objects into theory by characterization artifacts. This allows articulating how socio-technical are meshed with process collaboration development. Our longitudinal ethnographic field study on a flood project, VIKING, revealed project was empowered developed four key objects, i.e. governance structure program, two (a system an online portal), recurring exercises as evaluation feedback mechanism. The selective institutionalizations these helped participants overcome various contradictions existed results also show both goal-oriented actions can affect outcomes long-term large-scale
