摘要: Looking back on the experience, story was modern age’s typical natural disaster. The causes were part (the disaster) and human (poor infrastructure planning) in large city. When disaster struck, it poor people living most vulnerable low-lying areas who likely to lose everything least have resources escape. responded, as groups of families trying save themselves, then volunteers with transport went out rescue strangers. But government, army, outside agencies took actions impose control, not resilience, local population— they restricted movement, created relief camps, left waiting dependent.
