摘要: During the crisis, European Union’s ‘social deficit’ has triggered an increasing politicisation of redistributive issues within supranational, transnational and national arenas. Various lines conflict have taken shape, revolving around who questions (who are ‘we’? – i.e.,issues identity inclusion/exclusion); what (how much redistribution across ‘we’ collectivities) decides questions (the locus authority that can produce guarantee organised solidarity). The key challenge facing today’s political leaders is how to ‘glue’ Union together as a recogniseable functioning polity. This requires double rebalancing: between logic ‘opening’ ‘closure’, on one hand, ‘economic stability’ solidarity’, other. Building work of Stein Rokkan Max Weber, this article argues reconciliation possible, but only if carefully crafted through extraordinary mobilisation intellectual resources. A ingredient should be establishment Social Union, capable combining domestic pan-European solidarities. In way, EU could visibly tangibly extend its policy menu from regulation (limited, effective) distribution, reaping latter’s benefits in terms legitimacy. journey road difficult but, pace Rokkan, not entirely impervious.
