摘要: Sustainably managing marine ecosystems has proved nearly impossible, with few success stories. Ecosystem management failures largely stem from the traditional sector-by-sector, issue-by-issue approach to ocean-borne activities—an that is fundamentally unable keep pace dynamics of coupled human, ecological and oceanographic systems. In United States today there are over twenty federal agencies thirty-five coastal states territories operating under dozens statutory authorities shaping ocean policy.
