摘要: This paper provides an overview of current initiatives for the development e-government originating from Europe and United States America. study emphasizes importance transformation e-government, government-oriented services (e-Government 1.0), through user-oriented 2.0), to open, transparent administration that involves citizens legal entities in process decision-making. In this we propose configurable framework fast systems covers defined exchanging information documents among entity on one side employer government institution other side. Proposed is build around atomic building block named state with requirements, connections between blocks loops. Based proposed developed system issuing B integrated permits. Developed serves as a confirmation successful implementation open concept.
