摘要: The essay aims at analysing how the relationship between parliaments in European Union (EU) – the European, national and regional – are shaped after coming into force of Treaty of Lisbon early warning mechanism can contribute to promoting their participation EU decision-making. Indeed, control compliance draft legislative acts with principle subsidiarity appears as a key-element for enhancing parliamentary involvement EU affairs, it is opportunity to develop new institutional mechanisms, like 'political dialogue', spite political nature and function this control. This based on Neil MacCormick’s theory subsidiarity and, in particular, assumptions that what called 'democratic deficit' reality 'subsidiarity deficit'. Here argued 'subsidiarity be contrasted by mechanism introduced Treaty cooperation among Parliaments EU.
