摘要: In May 1992, just before the Rio Conference, European Commission2 adopted a proposal for taxation on carbon dioxide emissions and energy. This co-ordinated tax, first ever proposed to group of nations, was not subsequently by Member States Union. Since then, many observers have held that such project could be considered, like similar initiatives in other countries, ‘clinically dead’ . paper summarises reasons why famous sentence Mark Twain quoted about proposal: ‘the rumours my death been greatly exaggerated’
