This concern easily addressed use current OGD portals provide straightforward manner fully implement public openness data; thus, government work processes should redesigned consider principles from data creation. However, some time will lag until cultural transformations make really open. paper proposes an architecture composed collaborative-oriented middleware for structuring "as is" format while governments are prepared comply We describe main components implementation point view. With likely architecture, we society press opening before do.
