Factors of regional/national success in information society developments: Information society strategies for candidate countries

摘要: Bread or Broadband? The thirteen candidate countries (CCs) for entry into the European Union in 2004 (or beyond) confront difficult choices between "Bread Broadband" priorities. question raised this article is how to put Information Society (IS) policy strategies at service of social welfare development these countries, while optimizing their resources and economic output. The summarises a dozen original research studies, conducted Commissionos Institute Prospective Technology Studies (IPTS). It identifies ICT infrastructures, infostructures capabilities CCs, opportunities may offer domestic industry, lessons from previous IS experience that could possibly be transferable. The paper concludes only those trajectories compromise Broadband dilemma, taking account both growth issues, will politically sustainable.
