The Policy Use of Environmental Indicators - Learning from Evaluation Research

摘要: Environmental indicators and monitoring systems are increasingly used, but what does the use of mean for policymaking? The article exploits indicator theory evaluation research literature to develop an analytical framework so as study policy uses indicators. paper then provides a tentative analysis so-called Transport Environment Reporting Mechanism (TERM) developed by European Agency (EEA). results suggest that limited direct TERM occurs while 'symbolic' is detected. This may partly be due short history system lack accountability mechanisms. concludes concepts derived from useful starting points, further should extend other contexts (national or local) broaden methodology incorporate interviews.
