摘要: It is not possible to make a quantitative assessment of the need for or merits infant-industry promotion without empirical evidence concerning costs and benefits. This report reviews that does exist purpose framing some hypotheses about policies promote infant industries. Two types are presented: (i) recent research on technological change in developing countries has provided considerable information nature benefits development, together with tentative indication magnitude costs; (ii) recently completed cross-country comparative gives basis stating lessons, illustrated by experience Republic Korea, industries means trade policies. The paper generally concludes selective potential warranted only if attaining mastery appear outweigh costs, then necessary effort unlikely be undertaken individual producers absence promotion.
