When does power listen to truth? A constructivist approach to the policy process

摘要: While speaking truth to power has long been a major theme in political science and policy studies, commentators are increasingly skeptical about whether modelers scientists capable of developing truth, ever listens them anyhow. This paper asks when does listen what lessons may be drawn from the last thirty years multilateral environmental governance for improving prospects scientific advice sustainable development? It focuses on limited notion called 'usable knowledge' elaborates institutional channels by which usable knowledge developed better circulated applied policy-makers.
